I'll confess I haven't researched this as much as I should've (and am lazier than I thought), but isn't an attorney licensed and situated in State A who reaches into State Z to find/perform work for/bill clients residing in State Z *practicing law* in State Z?
Lemme make it worse: suppose I'm licensed in State M and NOT licensed in either State A or State Z. I'm situated in State A, enjoying the swank accommodations and stale coffee of my employer also residing here, and I have my corporate counsel exception going for me.
