Completely depends on the firm. All the partners at my firm (in tax) came from accounting firms, government, or both, except for one guy whose experience wasn't even in tax. So just because someone's at a firm, even at the partner level, it doesn't mean they're any smarter, better, or even more experienced than people at B4 or government.
