I don't know if it's worth it or not, but for what it's worth -- I attended NYU and have worked in NYC biglaw/inhouse for the past five years, and I wasn't even aware that NYU offered an APC until you mentioned it. So I guess I tend to think that if you're doing it strictly for resume cache, it's probably not worth that much.
On the other hand, it is another line on your resume, and if pursuing the certificate allows you to take some relevant and challenging courses and gives you something to talk about in an interview, that can't hurt.
