To answer your latter question, assuming I undersood it correctly - yes, I have heard of a NEP/Of-Counsel being paid off a draw. It is uncommon, though. I have seen it look like a minimum monthly draw, and any payments over and above the minimum are compensated as a percentage of the billings, with the NEP's/OC's originated clients kicking back a higher percentage. Assuming the work is there, I have not heard any complaints other than making estimated quarterly tax payments.
