RCEs no longer go in the same line as non-final responses (the "Regular Amended" docket), but rather in the same line as continuations and divisionals (the "Special New" docket). So examiners no longer have to send out an Office Action within 4 months. They just need to pick out an RCE every once in a while. Depending on how many RCEs and continuation/divisonal applications are pending before an examiner it could be years before an RCE gets acted on.
