I know a few in that office came from the State's Attorney's Office there in Chicago - one particular that I know best, but really don't know his scholastic background, but he is a gifted courtroom attorney and a great guy. I think it boils down to who makes up the hiring committee for any given administration, and who the USA is at the time of the hiring. Partner at a large firm is probably "apples and oranges" different from being a good prosecutor - while it may be worth a consideration - it doens't mean one can move a case.
