In this economy take firm 1, and if firm 2 comes through and is far better, then unaccept at firm 1. The sad truth is that this economy forces you into things you would not ordinarily do such as that. You have to take the "one in the hand" versus "two in the bush" right now, but you can always take the "two in the bush" later if it does happen to come through. Fact of the matter is that firm 1 probably would do the same to you if it overhired and yank the offer. Employment (or offers) at will go both way, after all!
