If Firm 2 can't or won't get back to you before the deadline, accept the offer from Firm 1. Period. If the conditions in the legal job market were different, then your various scenarios might come into play. But not right now.
As far as 'unaccepting' that's a choice based on your own personal moral compass. It also depends on the size of the market you are in.
Also, it would help if you could tell us why you prefer Firm 2. More money? Far superior firm? etc.
Bottom line, if Firm 2 really wants you, they will make an offer within the deadline you give them. If they won't then there is a chance they were never going to make the offer anyway.
