Madison especially will require a reason why you want to be there. If your wife is from around there, that will help - make sure you mention it to every interviewer. I finally gave up and started looking in Indy and Madison and Milwaukee, and it worked, I am leaving the federal government at the end of the month to go to an AmLaw 100 firm in one of those towns.
