I don't believe either does.
By the way, if you are at the SEC and complaining about not getting paid for overtime, there are droves of lawyers in other agencies who would be glad to beat the tar out of you if they knew who you were. SEC lawyers are on a higher pay scale for the same work. And by the way, a lot of lawyers in government work overtime for no extra compensation. Such is life.
