Well, that was what I thought at first glance, but seeing as though HB doesn't usually employ such subtle humor (if he ever employs any humor at all - but I think when he does, it's obviously a joke on its face), I started to consider the fact that, in his infinite arrogance, he decided to actually start drafting a treatise. And who knows? Depending on how his new firm is doing, he may have a lot of time on his hands.
