District of Columbia : Washington : Spiegel & McDiarmid :

Billable hour pressure is modest. In the past, it was non-existent, and there is still considerable reluctance to make it an issue. At the same time, there is presently more than enough work to go around, so longer hours are required just to get it done. There is a billable hour "goal" or 1800 hours. Some people meet it; others don't. I'm not aware of anyone being criticized for failing to meet it.
